While the protection of minorities remains a cornerstone of global human rights efforts, we are increasingly concerned about a dangerous and unacceptable trend: the exploitation of minority groups within the context of armed conflicts and geopolitical struggles. Such practices not only violate international humanitarian law but also undermine the very principles of dignity, equality, and self-determination that your institutions are mandated to uphold.
We wish to draw your urgent attention to recent developments following actions undertaken by the governments of the United States and Israel against the Iran. These actions, which appear to have been conducted without clear authorization from the United Nations Security Council, raise serious legal and ethical concerns under international law.
Of particular concern are credible indications of pressure being exerted on minority groups, including Kurdish communities, to engage in armed activities aligned with external state interests. The instrumentalization of minorities in this manner exposes vulnerable populations to grave risks, escalates regional instability, and constitutes a violation of their rights and protections under international law.
We therefore respectfully urge your offices to:
- Reaffirm the absolute prohibition against the exploitation of minorities in armed conflicts.
- Initiate independent investigations into any allegations of coercion or manipulation of minority groups for military or political purposes.
- Call upon all states to strictly adhere to international legal frameworks governing the use of force and the protection of civilians.
- Ensure that minority rights protection mechanisms are not misused as tools to justify or advance geopolitical agendas.
